Public bug reported:

After installing the bind9 package, performing "sudo
/etc/init.d/[someservice] restart" would stop the related daemon, but
fails to restart it. The daemon afterwards fails to start. This is
currently the case with bind9 and mysql in this system.

This has caused a security update to MySQL packages to fail upgrading.
