The decision here is to:
1. Drop the kvp-daemon-init package
2. Break the kvp/vss components out of linux-tools-common
3. Add an init script that emits "hyperv-detected" via udev-bridge
4. Modify init scripts for kvp and vss to launch on "hyperv-detected"
