Packaged depending on headers will universally always be wrong, as they
can't divine which kernel you have installed.  The correct thing to do
is to have the 'linux-$flavour' package installed matching your kernel
flavour, which will make sure your headers are always in sync.  All our
sane installers do this for you from the get-go.
