In your example, you haven't specified which server dig should query, and I can see that the responses have come from different servers. I don't see any documentation that states that server selection should be deterministic. It seems to me that in both cases dig is behaving as designed; it is the two different servers that are responding with two different responses in your case. I would expect the flags to also represent the difference in response from the different servers that you are querying. Marking as Incomplete, as I don't see a bug here.
