openssh in Saucy (1:6.2p2-6ubuntu0.1) doesn't have this issue. Looks like its upstart job doesn't set SSH_SIGSTOP, use "expect stop", and doesn't have the patch.
So I think the bug is in the patch applied in Trusty. Fix attached. It seems to work.
