This bug is now moot, because the init.d script is not shipped in Ubuntu at all. Only an upstart script is currently shipped, and so calling /etc/init.d/ won't work anyway. In the new world of multiple init systems, this is expected behaviour - if unclear on which init system is in use, the "service" command is the correct interface.
Bug 1273462 may mean that we can bring back /etc/init.d/vsftpd in the future, but this does not apply today. And depending on how it is done, it may just fail and tell you to use "service" anyway.
