Public bug reported:

After a fresh install of MAAS, I went to set up my cluster, and I
entered an IP address that did not match the interface's IP address. It
succeeded in saving and nothing complained, but the DHCP daemon would
not start, reporting the following in the syslog (but not in any MAAS
log):

Oct 17 00:11:00 ubuntu dhcpd: No subnet declaration for em1 (10.155.15.1).
Oct 17 00:11:00 ubuntu dhcpd: ** Ignoring requests on em1.  If this is not what
Oct 17 00:11:00 ubuntu dhcpd:    you want, please write a subnet declaration
Oct 17 00:11:00 ubuntu dhcpd:    in your dhcpd.conf file for the network segment
Oct 17 00:11:00 ubuntu dhcpd:    to which interface em1 is attached. **

Oct 17 00:11:00 ubuntu dhcpd: Not configured to listen on any interfaces!

The IP address in the log was the IP address assigned to em1:

em1       Link encap:Ethernet  HWaddr c0:3f:d5:63:fd:b0  
          inet addr:10.155.15.1  Bcast:10.255.255.255  Mask:255.0.0.0

In the UI, it was 10.155.31.1. Damn!
