You have been subscribed to a public bug:

dnsmasq crashes dhcp/internet connection and uses a lot of cpu. One has to use 
dhclient eth0 or wlan0 as root, to connect to the internet although the LAN is 
connected between pcs on the local network.
Temporary solution is to edit /etc/NetworkManager/NetworkManager.conf by 
placing # in front of the line: dns=dnsnmasq,in order for network-manager to 
auto connect to eth0 or wlan0 at login.
