I ran into the same issue recently and the solution turned out to do an
interation of

dovecot -n

and installing required packages until the above command ran without
complaints. In the end I had to install all of the following

ii  dovecot-common                           1:2.0.19-0ubuntu2.2                
 Transitional package for dovecot
ii  dovecot-core                             1:2.0.19-0ubuntu2.2                
 secure mail server that supports mbox, maildir, dbox and mdbox mailboxes
ii  dovecot-imapd                            1:2.0.19-0ubuntu2.2                
 secure IMAP server that supports mbox, maildir, dbox and mdbox mailboxes
ii  dovecot-ldap                             1:2.0.19-0ubuntu2.2                
 LDAP support for Dovecot
ii  dovecot-managesieved                     1:2.0.19-0ubuntu2.2                
 secure ManageSieve server for Dovecot
ii  dovecot-mysql                            1:2.0.19-0ubuntu2.2                
 MySQL support for Dovecot
ii  dovecot-pop3d                            1:2.0.19-0ubuntu2.2                
 secure POP3 server that supports mbox, maildir, dbox and mdbox mailboxes
ii  dovecot-sieve                            1:2.0.19-0ubuntu2.2                
 sieve filters support for Dovecot
