Based on your error message, this looks like an issue caused by your
webmin installation and seems unlikely to me to be a bug in nginx
packaging. Since webmin does not ship with Ubuntu, this is unlikely to
be a bug in Ubuntu.

So since it seems likely to me that this is a local configuration
problem, rather than a bug in Ubuntu, I'm marking this bug as
Incomplete.
