I don't believe it's an official policy decision no.  But shipping
static libraries have fairly fallen out of favor.  And when
libnetfilter-queue updated in Debian, they specifically dropped it.  See
the changes to libnetfilter-queue-1.0.2/debian/libnetfilter-queue-
dev.install in http://launchpadlibrarian.net/141789423/libnetfilter-
queue_0.0.17-1_1.0.2-1.diff.gz
