Public bug reported: cgroup-lite has a file named cgroup-lite.upstart that should be copied to /etc/init.d/cgroup-lite as startup script. That copy is performed by dh_installinit (http://manpages.ubuntu.com/manpages/trusty/man1/dh_installinit.1.html) that is included in the debhelper package.
