So maybe we should un-duplicate bug 1551415 as not acting on SIGHUP likely is something that could be different and also affect the network- manager case. I think I saw some comment there about shutdown/reboot times being increased. The problem of not keeping leases active is limited to systems using ifup/-down (or anything that starts dhclient in daemon mode).
