I recommend that you try to use dbc_prio_high=medium instead of your current code. By default only questions with prio=high are asked, so I think that the default behavior will be that dbconfig-common is run as you desire, without removing the possibility by the admin to configure otherwise. Also the default "remote-host" is localhost.
