Wondering if this might be an apparmor issue.

This is what apt/dpkg tells us...

  Setting up slapd (2.4.17-1ubuntu2) ...
    Backing up /etc/ldap/slapd.d/ in /var/backups/slapd-2.4.15-1.1ubuntu1...
done.
  Cached reload succeeded for "/etc/apparmor.d/cache/usr.sbin.slapd".
  Starting OpenLDAP: slapdAborted
   - failed:
  FATAL: error reading `/proc/sys/crypto/fips_enabled' in libgcrypt: Permission
denied
  invoke-rc.d: initscript slapd, action "start" failed.
  dpkg: error processing slapd (--configure):
   subprocess installed post-installation script returned error exit status 134

While the kernel gives us this message....

  [ 5710.013020] type=1503 audit(1249259467.734:13): operation="sysctl"
requested_mask="::r" denied_mask="::r" fsuid=112
name="/proc/sys/crypto/fips_enabled" pid=6954 profile="/usr/sbin/slapd"

In what way, if any, does your slapd configuration differ from what is
installed by default? Trying to see if I can reproduce this issue.
