Yep, we're going to be php7.0 only, as stated prior. Sorry for the
silence, I've been heads-down updating packages and dropping ones that
are not supported -- we are down to about 95 reverse-dependencies
holding php5 in the archive; I'm hopeful to get through that list today.

That is more the case by happenstance; php5 is in universe because to
remove it directly would have broken much of the php part of the archive
:)
