I believe the problem lies in the configuration *template* you had in place, perhaps from a previous install, or maybe you thought that was the file to configure. I suggest to purge the installation you have (just save your changes elsewhere for a while), and install fresh, and only then start configuring exim4 to your needs. I'd suggest even to run "dpkg- reconfigure exim4-config" at that point, as that is kind of a small wizard to get you going.
