It's a bit more convoluted. It's basically placing the burden on the
sysadmin (the user) to adjust the configuration to read the default file
when using systemd. I agree it's suboptimal, and we (as distributions)
could do better.
An override file is created with "systemctl edit snmpd.service", where
you can add your own directives just like in
/lib/systemd/system/snmpd.service, but that will be preserved on a
package upgrade.
I'll add this bug to our queue and see if we can get it properly fixed:
stop shipping sysv script, honor the default config file, and then
submit this to debian, which this package is heavily based on. And then
evaluate how to fix the older ubuntu releases.
