I tried the following (revno 931 of eucalyptus and revno 221 of
euca2ools):

$euca-bundle-image -i /disk1//images/vmlinuz-2.6.28-11-generic -d iii -r
i386

$euca-upload-bundle -b test-image -m
iii/vmlinuz-2.6.28-11-generic.manifest.xml

$euca-register test-image/vmlinuz-2.6.28-11-generic.manifest.xml

$euca-describe-images

IMAGE   eki-6E8E1311    test-kkk/vmlinuz-2.6.28-11-generic.manifest.xml
admin   available       public  i386    kernel


So looks like the problem is not in eucalyptus or euca2ools so I'm marking this 
as invalid.

Please check the manifest file (.xml) that is produced when the image is
bundled and verify that the architecture is correct. There should be an
"<architecture>" tag.
