Public bug reported:

I did a dist-upgrade in Lucid today, and I was presented with a rather
confusing debconf question (which should probably be translated in to
something more understandable):

"Various snmp software needs extracted MIBs from RFCs and IANA - which
cannot be shipped - to be working as expected. These MIBs can be
automatically fetched and extracted as part of installing this package.

This will take several minutes to complete, even with a fast internet
connection.

Download and extract MIBs from RFCs and IANA?

<Yes> / <No>"

I wasn't really sure whether to download and extract some Men In Black,
or what the consequences of me not doing so would be.
