After discussing this with Mathias, I think we should not switch to another key distribution system in the middle of the Lucid cycle, and we should revisit this in light of the topology management API evolution in Eucalyptus for Lucid+1.
Coming back to this bug, we can certainly move the preseed generation from the eucalyptus-udeb finish-install into the package postinst. That would allow installing new NCs through the UEC installer while your CC was installed manually, which is a corner case.
