Aha, I think I understand why ... During the CLC install, I think the user is prompted for eucalyptus /cloud-address (if it exists), and if the user leaves it blank (and none is detected on the network), then the installer suggests installing this machine as the CLC. Hence, eucalyptus/cloud-address remains blank. So I just think we need to determine that address in a different manner. I'll take another look.
