This really isn't a bug. The policy statements differentiating Builds- Depends: and Build-Depends-Indep: make it clear that one is expected to have the Build-Depends: installed to run debian/rules clean. It's a good thing to reduce the number of operations taken during clean just because it speeds builds and development time, but attempting to reduce the install requirements to be less than Build-Depends: is very much not required by policy.
