If you have removed the config files manually, dpkg will not put new versions in their place. You may want to try purging apache2.2-common (apt-get remove apache2.2-common, then dpkg --purge apache2.2-common). This will remove your config files completely (so please backup the /etc/apache2 direcory first!).
