These tools were released yesterday, so I won't pretend to have exercised them 
exhaustively.

However, the justification for wanting to have them in maverick is:
a.) The features mentioned (especially resource tagging) are significant user 
requested features
b.) the ec2-api-tools have not really ever released "bug fix" releases (for 
better or worse), ie, most likely this release is what will be current for some 
time. The "Whats new" section at [1] list the release versions.
c.) I've given this build some initial sniff testing on my machine, with my 
normal daily start instances, describe-instances ... admittedly its not 
complete test coverage.
