Additional info: I've created a VM using the ubuntu server 32-bit iso on
my 64-bit host machine, and installed the 2.6.35-23-generic kernel on
the VM (instead of the -pae, which I do not need anyway since the VM
only needs 256M for my purposes) while keeping the -pae version on the
host.

This seems to work: the VM boots as expected, CPU load is normal. So it
seems to be that the 32-bit -pae kernel on the guest in combination with
-pae on the host is causing the trouble.
