Victor: There should be no intrinsic connection between setting the
absolute (UTC) time and setting the system time zone.  The former
certainly doesn't imply the latter, as time zones are implemented as
setting an offset from UTC time.  If synchronising the system time
causes time zone difficulties, then you must have some other bug.
