Apache in lucid is still started by sysv, so no /etc/init/apache2.conf
exists.  It should however be started, especially since (as reported on
irc) '/etc/init.d/apache2 start' succeeds in starting apache.

Could you give the output of the following information:
   1. runlevel
   2. ls -l /etc/rc2.d /etc/init.d
   3. grep apache /var/log/daemon.log
   4. grep apache /var/log/syslog
   5. service --status-all

Also, is there anything unusual in your network configuration?
