It would appear from the dpkg terminal log that you do not have a Clamav
config, perhaps you removed it?

If you're sure that you did not remove /etc/clamav/clamd.conf, then this
likely is a bug, and please say so and change the state to 'new'.
Otherise, I think the error is giving you fairly good advice.  (run
dpkg-reconfigure clamav-daemon, and then contineu the upgrade).
