Clint, My attached files based on your original suggestion of two new upstart jobs should do the trick as far as a minimally invasive fix for many users. Anything more substantial would probably be hard to get approved for a point release right?
It looks (from Christian's latest comment) like the start line for my "nis" script should be modified to remove the "net-device-up IFACE!=lo" condition but otherwise I've been running these scripts for months with no issues on an otherwise untouched 10.04.2. I'm sure you could add these to the existing package faster than I can (and do it right).
