Public bug reported:

Testing 10.04.3. Installed from scratch a CLC/Walrus/CC/SC and a NC
(sapodilla and soncoya, respectively). Registered Lucid AMD64 and i386
images, and ran an initial test. All instance starts failed.

Rebooted the systems, and ran a 5-instances test. All instances failed.

Looking at the cloud-error.log, I see a series of errors, including
22:06:12 [WalrusImageManager:connector.VM.0.dispatcher.10] ERROR
javax.crypto.BadPaddingException: pad block corrupted.

Full logs are saved at bzr://~hggdh2/%2Bjunk/uec-qa/, revision 66.
