I suspect that since the purpose of udev is to create devices, it's
reasonable for it to consider itself having failed if it can't create
devices.  Opening a bug against udev would let us have that conversation
so I do think that is reasonable, I just don't much doubt how it will be
resolved.  But I could obviously be wrong.

Do you want to mark this bug as affecting udev, or do you want to open a
new one (and mark this a duplicate of bug 902190)
