Thanks for taking the time to prepare this update for the puppet
packaging.

Couple of comments:

1) By default the init script for the puppet agent does not start the
agent; this is set in /etc/default/puppet - the upstart configuration
needs to exhibit the same behaviour.

2) The puppet package also has two other init scripts; we should switch
the package over wholesale to upstart - no just one agent IMHO.

Although I would love to see the puppet packages using upstart I think
its a bit late in the precise development cycle to accept this change.

I suggest that we land an appropriate change once Ubuntu Q development
opens.
