This is not easily achieved as also upstream Mailman is tightly integrated and upstream also does not really support this separation. Mailman 3.0 (now in beta) promises to support this better, I don't think it's worthwhile to still invest time into this for the 2.x series. If you really don't want apache, use equivs.
