Ubuntu better.

I am unable to reproduce this problem on a fresh and updated 12.04 cloud
instance. Based on the error message, it looks like this problem came
out of debconf rather than from the exim4 package. Since it seems likely
to me that this is a local configuration problem, rather than a bug in
Ubuntu, I'm marking this bug as Incomplete.
