This turns out to not be a bug, but a misconfiguration. Your /etc/exports specifies 'fsid=0' for both exports. You don't have to specify an fsid, but if you do, it takes the place of the default uuid which nfsd would use to identify the filesystems. In other words, you told the server that both are the same.
