This bug is still open after 2 1/2 year.... We're also affected. tftpd logs wrong times to syslog (UTC time instead of timezone). It would be great if someone could resolve this.
I took a look at the other logs, so I can assure it's tftp and not xinetd, since SSH logs correct time. Maybe even a upstream (Debian) bug?
