Note that you shouldn't have saucy-proposed enabled, as package upgrades to saucy-proposed are expected to break. However, in this case I think there is actually a bug here. apache2-utils 2.4.4-6ubuntu2 should declare Breaks/Replaces against apache2.2-common << 2.4. 09:34 <rbasak> Bug 1199318.
