Thanks for reporting this bug. I couldn't reproduce this on a raring instance. Are you able to log in on console after this happens?
/etc/init/ssh should specify start on runlevel [2345], which shouldn't happen until a network interface has come up. Do you have a second network interface (not lo) which comes up before p2p1?
