Thanks for your reply, this is exactly what I want. However, do-release-upgrade 
on Ubuntu 16.04 LTS reports "No new release found.", if there's a switch I can 
add or a configuration change I can make which will cause do-release-upgrade to 
"find" Ubuntu 18.04 LTS just tell me what to change.  Or, if there's a 
different approach I can use, I'm certainly willing to do so, just tell me what 
it is.

The upgrader supports two upgrade paths:
- upgrade to the next release which is still supported
- upgrade to the next LTS release.

We never support skipping an LTS release when upgrading.

And 16.10, 17.04, and 17.10 have reached end of life.

So the only upgrade path from 16.04LTS is to 18.04LTS, which appears to be
what you want.
