It seems to work with some programs, but not with others, and that is
with both programs being open at the same time, e.g. from Opera to
Firefox has not been working.

Perhaps you experience the GTK issue/feature/bug? If you copy and paste
from one to another application it does work. If you copy from an
application and then close the application, before you paste to another
application, then it doesn't work.
