I'm not sure why this is. There's nothing in the config that has to do
with widgets.

Again, no idea why. If it's a bug then file a bug, but again, there's
nothing in the config that changes this.

You can change these yourself. :) The Kubuntu team has set some sane
defaults based on what users transitioning from Windows or Mac would
use, and we inherit these. We're not going to change these to default
based on a single user's input since that's workflow-specific for that
user's needs. Of course, that's the beauty of the Plasma desktop is that
it's configurable by the user to fit their needs. We just provide sane
defaults.

This functionality had to be removed due to a bug in the Ubiquity
installer plugin that had previously allowed this functionality. This
functionality was broken in 19.10 and removed in 20.04 (and covered in
those release notes). The Calamares installer doesn't even have the
ability for this option. In the future, we may be able to do a minimal
install option and use Ubuntu Studio Installer to add whichever
metapackages you prefer for your individual setup, but this will not be
the default.

Please remember, distributions just take what's out there and put it
together, we don't typically do any coding of applications ourselves. :)
Simply getting it to this point took me a huge amount of work in May and
then the polish was over the course of the next few months up until UI
freeze.
