manny, the help probably should be easier to find, but it's not "the
root problem" for anything. Gordon Meyer's "Help is the last resort" is
a good explanation of this.

[UIFe] Add system setting icon to Launcher

Bug description:
In usability testing, participants didn't find the system settings.
They expected to find an icon in the Launcher.

  Desired solution:
  - Add a 'system settings' icon to the launcher. This icon should be present
in the launcher by default after a fresh install.
  - Add a launcher quicklist that links to Personal, Hardware, and System
setting categories (this change is optional for 11.10)
  - The 'System Settings' launcher icon should be positioned directly above the
workspace switcher icon.

Note that this change only applies to fresh installs. Users upgrading
to Oneiric should not automatically have this icon added to their
  launcher.
