Such strings need to be marked as translatable in the given packages. So
this is not a policykit problem.

Bug description:
  Hi!
In Ubuntu 13.04, if you are running Ubuntu in Italian (by example), the
Authentication dialog window has the main string in English.
Please, see the Attachment image, "System policy prevented setting default
language" has to be translated. You can reply in all languages and all
policykit programs (Language Support, Gparted...).
  Best regards and thanks!

  Steps:
  1. Run Ubuntu in a non English language.
  2. Run Language Support. Choose a Language and click on Apply System-Wide.
WRONG: Main string is in English.
  2. Run Gparted. WRONG: Main string is in English.
