Reproduce Steps:
1.Open system settings.
2.Tap 'Language & Text'.
3.Tap 'Display language'.
4.'Choose Chinese"中文（中国）" from the list.
Expect Result:
Texts should be changed in Chinese.
Actual Result:
NearBy scope includes some content aren't changed in Chinese.
