(17.04) coming out.

Can't tell if it's intentionally, but I have made the same observation. When asking Sebastien Bacher about it he let me know that there is more into it beyond what we as members of ~ubuntu-translations-coordinators have access to. Sebastien suggested me to ping William Grant, which I did (see below).

I see that translations have not yet been opened for zesty, and I think it's high time to open it up, to give the translators reasonable time to do their part.
