According to this https://wiki.ubuntu.com/NonLanguagePackTranslationDeadline, iso-codes are to be translated only upstream and launchpad translations are not being used. If this is the case, iso-codes should not be available for translation in launchpad (https://translations.edge.launchpad.net/ubuntu/karmic/+source/iso-codes/).
