To be able to contribute to the project, we need access to the repositories of Ubuntu Phone. I searched at Launchpad but I could not find any relevant. There is an "Ubuntu Phone" team at Launchpad, but it is not used for the current Ubuntu Phone project. I believe that the repositories will appear as soon as the first images for the Nexus appear, around February 2013.
Having said that, Ubuntu Phone is currently in fast development, and it is not in string freeze shape for us to translate. However, once the source packages are available, it's only up to us to get it translated.
