Since I agree with Igor that it is sad we are unable to make corrections in non-LTS versions because there are no updates, I would like to offer my help. I have no idea how it works, but if someone who did it in the past can guide me, I am willing to try.

        No, it's not a bug. There will be no language pack updates for
        non-LTS releases (at least for now).
