In my opinion, your overall translations “to do” list and roll up statistics pages (called “the list of translatable template for ubuntu 13.10“ ) should point to the ubuntu-docs project and not the ubuntu-help source package.
We (at least I) do not have the required permissions to update the .pot file that is out of date at the ubuntu-help package.
